1. Purpose

To provide guidelines on the reasonable use of force, ensuring all personnel make decisions in a professional, impartial, and reasonable manner.

2. General Principles

2.1. De-escalation is always the first approach. 2.2. Use only the force necessary to defend oneself or others from injury. 2.3. Cease force immediately when the subject is no longer causing harm. 2.4. Use of force on a restrained subject is prohibited unless absolutely necessary for safety.

3. Authorized Tools and Techniques

3.1. Authorized: De-escalation techniques, medical/behavioral restraints, Conducted Energy Devices (CEDs), handcuffs. 3.2. Unauthorized: Firearms, batons, pepper spray (except for law enforcement).

4. Use of Force Levels

Level 1: Nonviolent Crisis Intervention (de-escalation, presence) Level 2: Empty Hand Control (Soft) (holds, escorts, clinical restraints) Level 3: Empty Hand Control (Hard) (strikes, kicks) Level 4: Less-Lethal (CED use) Level 5: Lethal Force (only by law enforcement)
